Who is Behind Home First Development

Rob Justus
Rob founded JOIN in 1992, an organization to support the efforts of homeless individuals and families to transition out of homelessness into permanent housing. JOIN focused on individuals sleeping outside in the Portland Metro area and launched "housing first" as a model for helping transition people into housing. Rob has a long history working with nonprofits and church communities around the issues of homeless and housing. In addition to work on housing, Rob has worked with CASH Oregon creating innovative approaches to increase income for low income Oregonians.

Dave Carboneau
Dave retired from Portland General Electric in 2003 after more than 30 years of service. As the former vice president of retail services, Dave expanded PGE's Renewable Product Portfolio to include green energy products and renewable development. He has been an active board member for various community nonprofits including the Portland State University Foundation, the Oregon Symphony, Junior Achievement and JOIN. Dave has served on the PGE Foundation board since its inception.

Doug Circosta
Doug Circosta has been practicing architecture for thirty-four years. He is a registered architect in Oregon, California, and Washington and specializes in a wide variety of residential and mixed use projects. He has been a LEED accredited professional since 2002 with constructed LEED certified projects. Doug believes all people deserve quality housing and combines thoughtful design, extensive construction knowledge, a realistic approach to affordability, and practical sustainable practices to assist Home First Development provide truly affordable housing for low income people.
